Building Labor Regulations and Employee Handbook

According to the provisions of Article 118 of the current Labor Code and Article 19 of Decree 12/2022/ND-CP, businesses employing 10 or more workers must have a written Labor Regulations and register it with the Department of Labor, War Invalids, and Social Affairs. The following violations may result in a fine ranging from 5,000,000 to 10,000,000 VND:

  • Failing to register Labor Regulations when the business employs more than 10 workers.

  • Using Labor Regulations without registering with the Ministry of Labor, War Invalids, and Social Affairs.

  • Using expired Labor Regulations.



The development and registration of Labor Regulations are not only to meet the mandatory requirements of government agencies but also serve as an important tool for guiding management and developing long-term human resources, preventing and protecting the business in related matters.

This task requires a significant amount of time and internal resources, so businesses may consider using the services of consulting firms for the creation of Labor Regulations and code of conduct within the company. This set of Labor Regulations includes the following main contents:

  • Working hours and rest periods.

  • Principles and order in the workplace.
